We would like to inform you that training and qualification examinations pursuant to Act No. 250/2021 Coll., on Occupational Safety in Connection with the Operation of Reserved Technical Equipment, and Government Decree No. 194/2022 Coll., on Requirements for Professional Competence in Activities on Electrical Equipment, are intended exclusively for:

  • Employees of legal entities or self-employed individuals who perform activities on reserved technical equipment,

  • Self-employed individuals who independently perform activities on reserved technical equipment and hold the appropriate authorization.

According to Section 11 of Act No. 250/2021 Coll., the prerequisites for the professional competence of a natural person to perform work on reserved technical equipment include:
being at least 18 years of age, full legal capacity, medical fitness, vocational education in the relevant field, professional experience, and successful completion of the qualification examination.

(Full text of the Act: https://www.zakonyprolidi.cz/cs/2021-250)

Private individuals (non-business natural persons) cannot participate in this training, as a prerequisite for obtaining the certificate is the ability to demonstrate an employment relationship with an employer or engagement in business activities in the relevant field.

For foreigners:
If you are a foreign national, you must also provide official recognition (nostrification) of your electrical education obtained abroad. According to Section 11(1)(d) of Act No. 250/2021 Coll., vocational education in the relevant field is one of the essential requirements for the recognition of professional competence. If the education was obtained outside the Czech Republic, it must be recognized under the professional qualification recognition system governed by Act No. 18/2004 Coll., on the Recognition of Professional Qualifications.

In response to frequent inquiries regarding the purpose and significance of the professional competence examination pursuant to Act No. 250/2021 Coll., on occupational safety during the operation of designated technical equipment, and Government Decree No. 194/2022 Coll., on the requirements for professional competence for work on electrical equipment, we hereby provide the following expert explanation:

The professional competence examination under the above-mentioned legislation does not serve as proof that the candidate is automatically authorized to perform activities on electrical equipment. The purpose of the examination is to verify the theoretical knowledge and practical skills necessary for the safe performance of work in compliance with the requirements of legal regulations.

The decisive criterion for determining whether an employee is authorized to work on electrical equipment is their electrotechnical education, which must be documented by a valid certificate of education (e.g. apprenticeship certificate, school-leaving certificate, university diploma, etc.).

According to Section 19 of Act No. 250/2021 Coll., it is the employer’s responsibility to assess the professional and medical competence of the employee and, based on this assessment, to assign them to a job position that corresponds to their attained education and professional qualification, and subsequently ensure that the employee takes the examination in accordance with the Act.

It follows that merely passing the professional competence examination under Government Decree No. 194/2022 Coll. does not entitle the candidate to perform work on electrical equipment unless they meet the required criteria for electrotechnical education and medical fitness in accordance with applicable legislation.

We would also like to emphasize that the employer must not require the completion of this examination as a precondition for employment, as the examination is linked to the performance of specific work for a specific employer. Therefore, the examination becomes relevant only after employment commences and the job assignment is clearly defined. The employer is responsible for arranging the training and, if applicable, the examination.

In our company, the procedure is as follows:
Applicants first register via an online form on our website. They then receive a training application form, which must be filled out and confirmed by the employer. After the participation fee is paid, the training date is officially scheduled and added to the calendar.
